Panel Discussion

Power Transition in the South Caucasus
Armenia Between Peace and Development

The South Caucasus is undergoing a profound reordering. Russia’s traditional hegemonic role has eroded, while new diplomatic, economic and security alignments are emerging. Following the Washington Accords, TRIPP and expanded U.S.–Armenia cooperation agreements, including nuclear energy and high-tech initiatives, Armenia is navigating a strategic transition amid ongoing peace negotiations with Azerbaijan.

At the same time, the country is approaching parliamentary elections in an increasingly contested information environment. As Moscow’s conventional leverage declines, concerns are mounting about the use of hybrid tools, including media manipulation, disinformation and narrative amplification within Armenia’s information space, to shape public opinion and undermine electoral legitimacy.

The panelists will assess the geopolitical consequences of Russia’s relative decline, the strategic recalibration underway in Yerevan, and the vulnerabilities democratic institutions face during periods of power transition. The discussion will explore how hybrid interference can influence electoral processes in smaller states, what safeguards are necessary to protect democratic resilience and what Armenia’s trajectory reveals about the future balance of power in the South Caucasus.

Panel Discussion

Armenia at the Intersection of Peace,
Development and Geopolitics

Armenia stands at a pivotal juncture following the August 8 Washington Accords, the launch of the TRIPP framework and the signing of landmark U.S.–Armenia MOUs on nuclear energy cooperation and semiconductor development. At the same time, negotiations with Azerbaijan continue amid regional uncertainty, Russian hybrid pressure and the prospect of parliamentary elections vulnerable to external interference.

The panelists will examine Armenia’s evolving security architecture, the strategic thinking behind deepening U.S. engagement, and the technological and energy dimensions of state resilience. The discussion will explore whether Armenia’s recalibration represents tactical hedging or a structural geopolitical shift, and what this means for regional stability in the South Caucasus.

Panel Discussion

Peacebuilding, Security and Democratic Resilience in Armenia

As Armenia advances negotiations with Azerbaijan following the Washington Accords, it confronts a complex landscape shaped by new security arrangements, shifting alliances, Russian hybrid pressure and domestic political dynamism. Expanded cooperation with the United States, including agreements on nuclear energy and advanced technologies, signals a strategic pivot, while Vice President J.D. Vance’s recent regional visit underscores Washington’s growing engagement.

The panelists will examine Armenia’s peace process through the lens of regional security, democratic resilience, socio-institutional reforms and inclusive peacebuilding. The discussion will explore how gender, civil society and institutional reform intersect with regional geopolitics, and how Armenia can strengthen democratic safeguards amid external pressure and electoral vulnerability.
