He was a member of Armenia’s National Assembly (1990-1995, 1995-1999), served as Advisor to the Prime Minister (1991-1993), as Deputy Minister of Foreign Affairs (1999-2003), Ambassador of Armenia to the United Nations (2003-2009), to Germany (2009-2013), to India (2015-2020) and Lithuania (2021-2022). He has a Master of Public Administration from Columbia University.
