Armenia has built a tech ecosystem twice: first as the Silicon Valley of the Soviet Union, then as the diaspora-wired hub that grew from outsourcing into startups. Now it will have to do it a third time, because AI is disrupting development, the one layer of the value chain we actually own. The way through is to leapfrog the old model: world-class research in a few chosen niches, embedded systems instead of pure software, and institutional capital that wires Armenia into the global R&D landscape.
Zooming Out: History and Context
Start with the Soviet years. Armenia’s status as the “Silicon Valley” rested on four pillars: a powerful educational system, advanced scientific research, an engineering ecosystem, and a seamless link to the larger value chain of the Soviet economy. In shorthand I use here, that was. E + R&D + L: education, research and development and the link to the broader ecosystem.
After the collapse of the Soviet Union, that formula broke apart. Education and research are public goods, much like highways: they exist heavily on sustained government financing, and post-collapse underfinancing degraded both. Education, more foundational by nature, survived relatively better; research was almost totally destroyed. By 2018, most surviving institutions were little more than stage props. Revival began only after 2020, when the government returned with major financing interventions (major on a relative scale, given the very low base). The link, meanwhile, started a major transformation.
Engineering and the link survived thanks to the diaspora, which converted the Soviet brain heritage into anchor tenants: Synopsys via the Virage Logic acquisition, Siemens via Mentor Graphics. The link was recreated, now pointing at the U.S. ecosystem, the unipolar power of the post-Soviet world, and it pulled the engineering ecosystem up with it. Not Soviet scale, but enough to put Armenia back on the emerging-market map.
Until around 2018, the core of engineering activity was outsourcing: the majority of the tech workforce was employed by companies selling headcount or software development services. Then a major shift happened: product companies started to dominate the ecosystem. They were a more compelling, sometimes better-funded alternative to outsourcing.
This is where the startup era begins. But before we dive in, we need one more zoom-out: what makes a startup successful? In the context of our discussion, a startup is a combination of three things: distribution, development and research. Research, as we discussed, was effectively gone. Distribution could never be an Armenian advantage; Armenia is too small a market by itself, and too far from the market context to understand its nuances in a truly competitive way. So Armenia played the one card it still held: the D. The engineering ecosystem of the old formula became the Development of the new one. A relatively low burn rate, combined with deep pockets of talent and the diaspora link, produced an advantage: Armenian tech was interesting for diaspora-founded companies, and Armenia-originated startups could buy time to figure out distribution. This is where companies like Krisp and SuperAnnotate were founded, and where companies like ServiceTitan and DISQO relocated a significant share of their R&D to Armenia.
So here we are, around 2020: weak education, devastated research, a booming tech ecosystem, and a diaspora-facilitated link to the global tech value chain.
What Changed After 2020
A few transformational developments happened after 2020. Let’s start with the positives, from the perspective of their impact on the Armenian tech ecosystem.
First, the catastrophic defeat in the 2020 Nagorno-Karabakh war changed the status quo on how the government thinks about defense. A major inflow of capital and procurement created significant development in the local defense sector. Hardware, once surviving mostly through the National Instruments ecosystem (another diaspora-led presence in Armenia), became a highly demanded sector.
Second, the Russia-Ukraine war triggered major tech company relocations out of Russia, with Armenia among the destinations. Diaspora networks (specifically, NVIDIA VP Rev Lebaredian) turned this geopolitical earthquake into NVIDIA’s arrival in Armenia—perhaps the backbone event for Armenia’s tech in the current decade.
Third, the Government of Armenia, post-revolution, post-war, and, perhaps just as important, having dismantled much of the old corruption machine, suddenly realized it has cash to invest in science. The challenge shifted from “there is no capital” to “there is no absorption capacity.” Of course, after so many years of destroying the scientific ecosystem, revival needs time and strategy.
Fourth, Armenia’s geopolitical stance changed significantly: its peace efforts seem to be yielding tangible results, and its integration with the West (and not only the West) is now more than a symbolic gesture. The Firebird initiative, diaspora co-led from the start, became a flagship project to drive Armenia into the top five countries for per capita GPU capacity.
The Existential Threat
That is a lot of positive news, but it comes with serious challenges. In 2022, the so-called ChatGPT moment set off a major transformation in the global economy: intelligence, especially at the mid-to-junior level, began shifting from humans to machines. For Armenia, this poses an existential threat to the traditional tech ecosystem. As a reminder, of the Distribution-Development-Research combination, Armenia’s ecosystem has relied heavily on Development. AI is now disrupting that layer as we know it. The data already points in this direction. Stanford’s Digital Economy Lab found that employment among U.S. software developers aged 22 to 25 fell nearly 20% from its late-2022 peak, while senior developers held steady or grew. A team in San Francisco may no longer need to build out a large development team in Armenia; it may need only Claude (or another LLM). It won’t be surprising therefore to see the bulk of the Armenian development layer laid off and replaced with AI, a narrower exception for very specialized niche outsourcing, where architect-level engineers with deep domain expertise stay in demand.
So, Armenia has a fundamental disadvantage in distribution, a development living under a death sentence for all but its most specialized layer, and a research sector destroyed decades ago. That defines the severity of the challenge – but it also sheds light on the way out.
The Way Out: Radical Transformation of R&D
The decade ahead will be the era when AI comes with a major impact on the physical world: robots, advanced manufacturing, data centers, energy. That value chain gives Armenia a real opening: to stay relevant, and beyond that, to hack its way to the top of it. The key is a radical transformation of R&D in Armenia.
Why physical AI, and why Armenia? Because the assets are already on the ground. Defense procurement since 2020 has created real domestic demand for autonomous systems and hardware. The silicon heritage, including Synopsys and Siemens means Armenia already designs the chips that physical AI runs on. NVIDIA’s presence and Firebird’s GPU buildout supply the compute layer. And embedded systems sit where AI disrupts least: software must be integrated with physics, supply chains, and certification; work that does not collapse into a prompt. The pieces exist; what is missing is the R that connects them.
Let’s start with R. Armenia needs to pick two or three niche areas, with physical AI and autonomous hardware systems non-negotiable, and optics and photonics and brain-computer interfaces the leading candidates for the others. Then it needs to build a top-20, world-class PhD program around them. That means a meaningful allocation, in the order of $100 million over 10 years; cluster hiring of the best professors, where diaspora leverage can play an instrumental role here; and a program compelling enough to attract talent from Delhi to Moscow to Ankara to even Europe. A talented person in Moscow or Delhi interested in one of these niches should face a genuine question: for this specific field, could the strongest lab be in Yerevan?
This is how small countries win in research: on a narrow front, one field at a time. The Swiss Federal Technology Institute, EPFL, made Lausanne a global address for robotics; Delft University of Technology did the same for quantum technology, and a whole supplier ecosystem grew up around it. General prestige takes a century; a dominant niche lab takes a cluster hire and a decade of committed funding.
Being only 3 million in population, Armenia has a natural limitation on how many PhDs it can produce from its own people, and being relatively secluded, it risks remaining constantly subscale. Becoming a hub for brainpower solves the scale problem. An abundance of sophisticated talent, in turn, becomes a magnet for more multinationals: the next MNC considering Armenia will look at the publications coming out of local research institutions and count the PhDs it can hire.
On the development side, the ecosystem needs to transform into embedded systems: systems that go beyond software and actually touch hardware. Software-only should simply become a tiny percentage of the whole ecosystem.
Distribution, the third leg, remains borrowed, and that’s fine. Armenia’s route to market runs through the MNCs that set up here and the diaspora-founded companies that carry our R&D into markets we can’t read from Yerevan. The strategy is to be indispensable to those who have distribution.
One objection deserves a direct answer: talent flows out of Armenia, and no PhD program reverses gravity. But brain drain is a symptom of missing demand; engineers leave when the most ambitious work is elsewhere. World-class labs, MNC R&D centers, and defense procurement are exactly the demand that holds them. The honest test of this strategy is retention, and it should be measured that way.
The Role of Venture Capital
Venture capital has a critical role to play. In the pre-ChatGPT era it was a major catalyst in driving the Armenian tech ecosystem from outsourcing to products, as well as in the influx of significant capital to Armenia. One example I know from the inside, because I co-founded it: SmartGateVC. Its tiny Fund I of only $3 million invested in 27 companies, many of which were literally incorporated together. Those companies went on to raise more than $400 million from leading investors such as a16z, NVIDIA, Dell, YC, AI Fund and Sierra Ventures, and the majority of that money flowed to Armenia for R&D. That is on the order of 100x leverage from just one tiny fund. From the perspective of foreign capital attraction, VC is a magical tool, the last mile that makes it happen.
The new phase and the new challenges of Armenia require a different perspective. Tiny funds can’t make a difference anymore, and hardware-based products need much more capital. Venture capital’s role is now twofold: in the initial stage, facilitate the inflow of advanced companies’ R&D to Armenia, which enables knowledge circulation and an increased link with major value chains; at later stages, couple that with investing in local companies that, thanks to all that preceding circulation and the research initiatives, will be on par with the best of their global peers in select niches. In this context, Armenia needs institutional capital that is linked to the country with deep roots while being capable of facilitating the link with the global R&D landscape.
Time to Think Big: the Firebird Lesson
Firebird’s $500 million AI factory project, which has since grown into a $4 billion initiative, teaches a great lesson in thinking big. $500 million was an unimaginable scale just a few years ago. And the rational brain would probably say: let’s start with $25-50 million and then see where it goes. The problem is that it wouldn’t move the needle. A $25 million project would hardly appear on Jensen Huang’s radar and wouldn’t even be worth a serious conversation with U.S. Vice President JD Vance when he visited Yerevan in 2025. The lesson generalizes: a project sized to Armenia’s comfort zone stays invisible; a project sized to what the world needs pulls in the world’s attention and capital. In this environment, ambition is the rational strategy.
Armenia’s tech ecosystem has already survived one collapse and pulled off one reinvention. The next one is not easier: this time the disruption targets the very layer we stand on. But the ingredients are on the table: capital, diaspora, a geopolitical opening, and a state that has rediscovered science. The strategy will not write itself. It needs the government to choose niches and commit for a decade, the diaspora to convert its network into professorships and procurement, and investors to build the institutional capital this new phase demands. The window is open. It won’t stay open for long.
