Ruben was born in Yerevan, and his family moved to the United States in 1991. He studied at St. Albans School in Washington, D.C., at Columbia University in New York City, and at the Johns Hopkins School of Advanced International Studies (SAIS) in Washington, D.C. He holds a Master Degree in Conflict Management and International Economics from SAIS.
